If it is the very last meeting, then the date is 8 May 1975. The Councillors and partners thereafter had a farewell dinner at the Royal Hotel.

Looks like the date is 1975 - I was only a few weeks out with my guess of April 1975. I've changed the date.

People
The Geography department of my school in Inverness - I was at the IRA - was covered in posters detailing the changes, so the date sticks in my mind. Of course Highland Region and Ross and Cromarty District Councils have now both gone the way of Cromarty Burgh.
