I'm not aware of the Ceremony either, but identify the the man holding 'the scroll' as Mr Fraser
the Manager former Bank of Scotland, and with the 'lum' hat Rev. G.K. Jenkins, the late Col. G.D. N.
Ross seems to be having Police protection over a heated discussion, with a disgruntled local? It may
be an Election announcement. I would guess the date somewhere between 1948/52.

The photo - and picture #400 - looks like it was taken from an upstairs window - perhaps from Alastair's Cottage?
