Local government reorganisation, setting up Highland Regional Council and Ross and Cromarty District Council, replacing the old counties and burghs, was in April 1975, so I guess that would date the photo.

The Geography department of my school in Inverness - I was at the IRA - was covered in posters detailing the changes, so the date sticks in my mind.
